Regardless of the Circumstances

Jacques Chirac said on March 10th, “My position is that, regardless of the circumstances, France will vote no because it considers this evening there are no grounds for waging war in order to achieve the goal we have set ourselves - to disarm Iraq.” This help his position with the UN but proved to be his undoing in the British Parliament.
