Permission to take the Global Test

Once upon a time, one potential Democratic nominee stated a clear policy on when an American President should use military force.

Had the United Nations given us permission and asked us to be a part of a multilateral force, I would not have hesitated to go into Iraq. - Howard Dean

This was not a view shared by the man who would win the nomination.

The obvious is, of course America will never seek a permission slip. I would never seek a permission slip from another country. If I were president of the United States, I will never cede the security of the United States of America to any other nation or to any institution, and that’s not what I, or any one who suggested respecting the U.N. process has ever talked about. - John Kerry

Last night, he told us something different.

But if and when you do it, Jim, you have to do it in a way that passes the test, that passes the global test where your countrymen, your people understand fully why you’re doing what you’re doing and you can prove to the world that you did it for legitimate reasons. - John Kerry

If you find the difference between these two views confusing, try debating him.

I’m not exactly sure what you mean, “passes the global test,” you take preemptive action if you pass a global test. My attitude is you take preemptive action in order to protect the American people, that you act in order to make this country secure. - George W. Bush

I doubt seriously that even John Kerry has any ides what John Kerry is talking about.
